Venue 1: Affirmative Side at HOME school. Venue 2: Opposition Side at HOME school. Venue 3: Chairperson with the adjudicators to host the debate at St. Bonaventure College Co-teaching Room via Internet.
1.5. Debate Environment Setting Audio Setup Video Conference Activity Checklist
1.5.1. Debate Venue: School shall provide a quiet room.
For example: a corner at the Library. Fixed location such as studio or function room is even better.
We shall assist Debate school to setup "Distance Classroom" and share the necessary information and experience on Video Conferencing.1.5.2. Equipment: If any schools do not have the necessary equipment, we shall lend it for the debate.
1.5.3. Video Conferencing setup workshop: Debate school shall assign at least one staff (i.e. technician) to attend the workshop on how to setup the equipment.
1.5.4. Backdrop and Desktop name card: Debate team shall arrange the backdrop and desktop name card (as in the diagram).
1.5.5. Broadband service: Internet service point should be available for the video conferencing.
1.5.6. Broadband bandwidth: Uplink and Downlink bandwidth should be higher than 10 Mbps for best video and audio result.
If bandwidth is lower than required, we shall assist to solve this problem.1.5.7. Video Equipment Setup: HDTV is preferred as display unit for the debate.
1.5.8. Technical Support: We shall provide assistance to solve the bandwidth and video conferencing technical problem.

2.1. Promote inter-school Debate activities, train-up logical thinking and inspire for wisdom.
2.2. Realize “Distance Learning” via internet for multi-points video conferencing.
3.1. Since Hong Kong District is the base to host the competition, all debate are arranged to match with overseas schools.
3.2. Debate on Net will arrange at least one match for all applied school in any section.
3.3. Schools are welcome to compete in multiple sections. No maximum limit on the number of application.
(According the situation, Debate on Net will arrange debate for school at least one match for each section.)
3.4. Debate teams matching will be decided by a draw. The process will be broadcast online live.
3.5. Competition is in“Mixed and knock out”.
3.6. Each section has prizes for the Champion, 1st runner-up and one “Best speaker” from the Final.
3.7. Working Committee has the right to determine applied team's qualification for Debate.Our decision is final.
3.8. Hong Kong teams will match with overseas teams, please refer to 4.7.
4.1.1. Chairperson hosts the match.
4.1.2. He/she announces the debate motion, rules, introduce adjudicators, debate teams and conduct the overall match.4.2.1. A Timer program is used for timing and display the time used during the debate for all participant as a reference. Time used by speakers is timed by debate official at Control centre.
4.3.1. Four speakers from each team: (1) Captain; (2) 1st speaker; (3) 2nd speaker and (4) Concluding speaker.
4.3.2. All team members must be student from the school they represented.
4.3.3. During the debate, speakers may use reminder card. Size of the card must not be larger than A5. Reference book is NOT allowed.
4.3.4. During the debate is in progress, tt is illegal for debaters to communicate with other personnel (except staffs or technicians) by using texts, pictures, spoken languages or by other means. Offenders will be disqualified.4.4.1. There is a brief session for speakers to test the audio volume in turn with a brief speech.
In case the testing speech is too long, the chairperson can interrupt the testing.
4.4.2. Speech delivery order and time allowed is as below:
Captain of the Affirmative side: 4 minutes Captain of the Opposition side: 4 minutes First speaker of the Affirmative side: 3 minutes First speaker of the Opposition side: 3 minutes Second speaker of the Affirmative side: 3 minutes Second speaker of the Opposition side: 3 minutes For both team to prepare their concluding speech: <4 minutes break> Concluding speaker of the Opposition side: 4 minutes Concluding speaker of the Affirmative side: 4 minutes 4.4.5. For speech delivery exceed allowed time, Grace Period is 15 seconds.
4.4.6. After speeches are delivered, a short break for adjudicators to add up the marks.
Adjudicator(s) may comment and advise students for further improvement on skills and technique.
Chairperson shall then announce the result.Please refer to 4.8. for the rules of “Free Debate” in GD - HK Secondary Schools Cantonese Section.
4.5.1. Speaker starts to deliver his/her speech after the bell rung.
4.5.2. Bell will “ring” once reminding speaker there is one minute to go before allowed time expired.
4.5.3. Bell will “ring” twice when allowed time is up. Speaker should finish his/her speech to avoid penalty.
4.5.4. After the Grace Period (15 seconds), bell will ring continuously for marks will be deducted as penalty.
4.5.5. Penalty scheme:
5 marks for every 5 seconds or less
Further 5 marks for another 5 seconds or less,
So on and so forth.
Penalty applies to the team total score of each adjudicator.
4.5.6. Taken the network delay in the measure, Timer provided by the control centre can only be considered as a reference.
Chairperson’s time is official.
4.5.7. In case of network problem, chairperson shall decide if speaker should repeat the spoken part or the whole speech.
4.5.8. During the debate, NO communication is allowed other than their teammates or technical support staff.
Violation of this is subject to 10 marks deduction from each adjudicator and may lead to disqualification.
4.6.1. Each speaker can score a maximum of 120 marks, content count for 40%; delivery 30%; organization 20%; poise 10% and co-operation 20%.
4.6.2. Each adjudicator shall cast a vote for the winning team based on the result in his/her score sheet.
Team with higher number of vote is the winner of the match.
4.6.4. Best speaker is decided by the marks based on "Speaker score ranking". For Putonghua debate matches (i.e. D. Beijing – GD - HK Secondary Schools Putonghua section, F. Shanghai - HK Secondary Schools Putonghua section, H. Secondary Schools Putonghua section, and J. Primary Schools Putonghua section), best debaters is elected by the adjudicators at the end of each match.
4.6.5. Based on the mark sheet from each adjudicators, speaker with highest score has 8 points, second highest has 7 points, etc.
In case of same score, they share the same points.
4.6.6. Then add up points from all adjudicators, speaker with most points is the "Best speaker of the match".
4.6.7. In case two or more speakers got the same highest points, adjudicators shall decide by vote for the "Best speaker of the match".
4.7. Scoring and Final selection scheme4.7.1. Inter-city sections
For all matches, matches from Hong Kong will play with overseas teams.4.7.2. After the 1st round; Each region will have the best (1, 2 or 4) teams to promote to next teams.
(Any section with 10 or less teams will have 1 team promote to next round;
Any section with 15 or less teams will have 2 teams promote to next round;
Any section with 20 or less teams will have 4 teams promote to next round).
4.7.3. The second round matches arrangement will be decided by lucky draw.
4.7.4. Format
Debate school play at their own region.
Adjudicators may be from one or different region.
Timer program will display from the Control Centre.4.7.5. Selection Scheme
Result is decided by number of votes. For example, if score is 3:0, winner got 3 points; if score is 2:1, winner got 2 points.
If more than one team has the same highest score, promotion will decide by 4.7.6.4.7.6.
If more than one team has the same scores, whether it has “Best speaker” will also be considered.
If more than one team has the same highest score, promotion will decide by 4.7.7.4.7.7
If more than one team has the same scores, the total marks from the previous round match result will be considered.
If more than one team has the same highest score, it will be decide by a lucky draw.
4.7.6.
同分而不能選出得勝者則加入最佳辯員計算。
如該隊該場含選最佳辯員者即得1分。
如仍遇同分不能決定最佳一隊者,則以4.7.7決定。

同分而不能選出得勝者則以該場勝出分差計算。
如仍遇同分不能決定最佳一隊者,則以4.7.8決定。4.7.8
同分而不能選出得勝者則以評判所給各項總分計算。
如仍遇同分不能決定最佳一隊者,則以抽簽形式決定。
4.8 “Free Debate” in GD - HK Secondary Schools Cantonese Section4.8.1. 在自由辯論中,雙方均有三分鐘發言時間。
4.8.2. 在自由辯論中,辯員可選擇一次過將發言時間用盡,亦可自行分配時間,分開數次發言。先由正方發言,再由反方發言,如此類推。
4.8.2.1. 時間計算以落座作準
4.8.3. 自由辯論環節中,計時員於該參賽學校之發言時限前一分鐘響鐘一次,並於發言時限完畢時響鐘兩次。本環節不設緩衝時間。
4.8.4. 當某方之發言時間用完,另一方可派出一位或多位辯員輪流發言,直至時間用完為止。
5.1. Upon any unfair incident disrupting the debate, chairperson, adjudicators or Captain of both teams has the right to halt the debate.
5.2. For any argument, chairperson and adjudicators shall discuss and make the final decision.
