9th Hongkong Inter-City school Real Time Debate on Net

Introduction

In 2001, Joint School Information Technology Association organized the 1st Inter-City Debate on Net.
There were only 2 Cantonese sections for primary and secondary schools. Eight teams participated in each section.

It was a pilot educational program. The goal is to promote inter-school Debate activities. In addition, trial out interactive teaching with schools on various subject and explore the possibility of ubiquitous learning.

Thus, we organized inter-city; inter-province and international Real Time Debate on Net as a mean to achieve our goal.

After seven years of research, we have the know-how in setting up “Distance Classroom” for Debate on Net. The idea is recognized and welcomed by overseas, Mainland China and local Education Department.

This year we would like to emphasis on Distance Learning, all matches in Inter-City Debate basis. The two Cantonese sections for Hong Kong local primary and secondary schools are replaced by inter-city Cantonese section.

 

Debate Arrangement

To encourage Debate on Net, we put all effort on inter-city sections. In Principle, all enrolled school will be able to debate at least one.
As more teams implied more overseas schools, it will be stressful on the resources.
Based on 1st round debate result, one, two or four teams will entered into next round according to the Rules and Regulations Item 4.7.
Mainland and overseas teams application are in process, debate schedule will be announced on 15th November 2008.
Team matching are decided by drawing on 2nd November 2008
Debate stance is decided by the last digit of the closing Hang Seng Index 7 days before the match.
Motion will be announced at the same time.

Pre-contest School Introduction

To let audiences and opposite teams have a better understanding of both schools, each team will have one minute to introduce their school. The performance of this “Pre-contest School Introduction” session will not be considered in the debate marking scheme.

To encourage schools to utilize their own video conferencing platform, school technical support staffs are responsible for their own broadband and setup. A workshop will be setup for all schools and technical support on 2008.10.11 (Sat).
For different scenario, school shall advise which option for the debate:

Option 1

For participated school to setup their own “Distance Classroom”, we will provide support, advice and video conference platform free of charge.

Option 2

If any schools do not have video conference facilities, we will assist school to setup “Distance Classroom”.

Option 3

If above options failed, we will arrange the venue with “Distance Classroom” for debate team.
