1.4.       Competition Venue

Debate team of affirmation side remains at school locally

Venue 3:

Chairperson, adjudicators shall gathered at Competition Studio and control centre, via the internet to host the competition.

1.5.       Lighting and audio setup for the competition   Quality Audio arrangement

 

1.5.1.   Competition venue:School of the debate team shall provide a quiet place for avoid disruption, i.e. Library or corner at the Hall. Ideally, a studio is the best debate venue.

Working committee shall assistance debate team school to set up “Distance Classroom”, share the experience on the video conference and related platform.

 

1.5.2 . Facilities: In case debate team school is lack of any equipment, working committee can provide assistance to arrange it.

 

1.5.3 . Video conference setup andworkshop: debate team school must send a technician to attend Debate workshop on debate setup and operation on video conferencing equipment.

 

1.5.4 .      Backdrop and Desktop name plate: Debate team school should prepare its own backdrop and speakers’name plate (as in the photo)

 

1.5.5.    Broadband interconnection: Debate venue must have the broadband internet service as the backbone of the Debate on Net.

 

1.5.6.      Broadband bandwidth: Uplink and downlink bandwidth must not lower than 10Mbps for nominal quality recommended by Debate working committee. In case school can not provide sufficient bandwidth to the debate, Debate working committee will provide suggestion for better quality.

 

1.5.7.      Video setup: We recommend school to use High Definition Television for the debate display.

 

1.5.8.      Support: Debate working committee shall provide suggestion to overcome the bandwidth and technical problem for the Debate.

2.   Purpose

2.1.   Promote Debate activities for schools, train-up logical thinking and deduction, inspire to think independently.

2.2.       Realization Distance Teaching via internet for multi-points video conferencing.

  

3.   Competition

3.1.       For Cantonese, there are two sections: Primary schools (16 teams) and Secondary schools (16 teams).

3.2.       Seed team: The top four debate teams of each section from the 6th Debate on Net and the team from the school (St Bonaventure College and High School) hosting the event.

3.3.

3.4.       The competition matching and schedule will be decide by Lucky draw.

3.5.       The competition is in single round knock out format.

3.6.   Cantonese section has 4 rounds: preliminary round, quarter-finals, semi-finals and Final

3.7.       Cantonese section for both Primary and Secondary schools has a champion, runner-up. Every match has a best speaker.

3.8.       Working committee decision on the application is final. 

3.9   Inter-city Beijing-Hongkong Secondary schools English section has 8 teams. Inter-city Beijing-Hongkong Secondary schools Putonghua section has 8 teams.

3.10   Inter-city Shanghai-Hongkong Secondary schools English section has 8 teams. Inter-city Shanghai-Hongkong Secondary schools Putonghua section has 8 teams.

3.11  For every inter-city match, Beijing, Shanghai and Hongkong will have a team to participate. Please refer to Rule 4.7

3.12   For inter-city Primary schools Putonghua section, Beijing, Shanghai and Hongkong has a total of 9 teams.

 

 4.   Rules and Regulations

4.1.       Chairperson 

4.1.1.      A chairperson in every match is responsible for the overall rundown.

4.1.2.      Chairperson shall read out the debate motion, rules and regulations and introduce the speakers from both team and adjudicators.


4.2.     Timer 

4.2.1.      A PC will be use for timing and display the time used during the debate.

  

4.3.       Participated teams 

4.3.1.      There shall be four speakers from each team: Captain, 1st speaker, 2nd speaker and Concluding speaker.

4.3.2.      Speakers must be student of the school for the school in the competition.

4.3.3.      During the debate, speakers can only bring along his/her information card, no books nor reference is allowed.

4.3.4.      During the debate, it is strictly forbidden speakers to communicate with people other than their teammates or technical support staff. Violation of this rule may lead to disqualification.

  

4.4.       Procedure 

4.4.1.      Before the debate start, there is a brief session for speakers to test the audio volume in turn with a brief speech. In case the testing speech is too long, the chairperson can interrupt the testing.

4.4.2.      After Audio testing, chairperson shall announce the debate to begin. Speakers will deliver his/her speech in the following order: 1. Captain of the affirmative side; 2. Captain of the opposition side, 3. The first speaker of the affirmative side, 4. The first speaker of the opposition side. 5. The second speaker of the affirmative side, 6. The second speaker of the opposition side. 7. 4-minute break to let both team to prepare their concluding speech. 8. The concluding speaker of the opposition side, 9. The concluding speaker of the affirmative side.

4.4.3.      For Primary schools sections, time allowed for the speakers to deliver his/her speech are: Captain: 4 minutes; 1st Speaker: 3 minutes 2nd Speaker: 3 minutes Concluding speaker: 4 minutes

4.4.4.      For Secondary schools sections, time allowed for speakers to deliver his/her speech are: Captain: 4 minutes; 1st Speaker: 3 minutes 2nd Speaker: 3 minutes Concluding speaker: 4 minutes

4.4.5.      There is a Grace Period of 15 seconds. No marks will be deduced if speech do not exceed the Grace Period.

4.4.6.      After the concluding speaker finish his/her speech, adjudicators shall take a short break to discuss and add up the marks. Meanwhile, each adjudicator shall make some comment. After that, chairperson shall announce the result.

  

4.5.      Reminder for speakers

4.5.1.      Speaker shall start to deliver his/her speech after the bell rung.

4.5.2.      A bell will ring when there is one minute left for the speaker.

4.5.3.      The bell will be rung twice when the time is up.

4.5.4.      After the Grace Period of 15 seconds, the bell will be rung continuously and marks will be deducted as penalty.

4.5.5.      Penalty scheme as as below: 5 marks for every 5 seconds or less will be deducted from the team total score by each adjudicator.

4.5.6.  Taken the network delay in the measure, Timer provided by the control centre can only be considered as a reference. Chairperson’s time is final.

4.5.7.  In case of network problem, chairperson shall request speaker to repeat the spoken part or the whole speech.

 

4.6.       Marking Scheme 

4.6.1.      Each speaker can score a maximum of 100 marks, content count for 40%; delivery 30%; organization 20% and poise 10%.

4.6.2.      Each team can score a maximum of additional 20 marks for cooperation.

4.6.3.      Each adjudicator shall cast a vote for the winning team based on the result in his/her score sheet. Team with higher number of vote is the winner of the match.

4.6.4.      Best speaker is decided by the marks based on "Speaker score ranking".

4.6.5.      Based on the mark sheet from each adjudicators, speaker with highest score has 8 points, second highest has 7 points, etc. In case of same score, they share the same points.

4.6.6.      Then add up points from all adjudicators, speaker with most points is the "Best speaker of the match"

4.6.7.      In case two or more speakers got the same highest points, adjudicators shall decide by vote for the "Best speaker of the match".

 

4.7  Inter-city Beijing-Shanghai-Hongkong Putonghua and English section and Scoring scheme

4.7.1

Inter-city Debate - round robin

Every match is between teams from Hongkong and Beijing/Shanghai.

4.7.2

4 Beijing-Hongkong (Shanghai) teams with 4 Hongkong teams

First round Top two teams from each district promote to the Second round (Selection Method – refer to 4.7.4)

Second round The best team enter the Beijing (Shanghai) – Hongkong Final

4.7.3

Debate Format

Debate team is to be perform at its own school

Adjudicators watch the debate in Hongkong or any other location(s)

4.7.4

Result

Adjudicators cast vote to decide which team wins. If the vote is (3 to 0), winner scores 3 points. If the vote is (2 to 1), winner scores 2 points, etc.

In case two or more teams got the same points, it will be decided by Rule 4.7.5.

4.7.5

Rule 4.7.4 selected teams with same highest point. In this scenario, “Best speaker of the match” will take into consideration.

Team with "Best speaker of the match:" got an extra point.

In case two or more teams got the same highest points, it will be decided by Rule 4.7.6.

4.7.6

4.7.4 In case two or more teams got the same highest points, marks from mark sheet will be added up. Highest score teams shall win them in the next round.

In case, we are still unable to select the winner by following Rule 4.7.4. A Lucky draw shall decide which team can get into next round.

 

4.8  Inter-city Beijing-Shanghai-Hongkong Primary schools Putonghua and English section            Scoring scheme

4.8.1

Inter-city Debate - round robin

All matches are arranged to march between teams from Hongkong and Beijing / Shanghai.

4.8.2

First round Top four from nine teams of each district promote to the Second round (For selection process– refer to Rule 4.8.4)

Second round Top two from five teams in the Beijing (Shanghai) promote to Second round (For selection process – refer to Rule 4.8.4)

 

 

In the Semi-finals, Hongkong district shall select a team according to Rule 4.8.4 Beijing/ Shanghai district shall select a team according to Rule 4.8.4

 

4.8.3

Debate Format

4.8.4

Result

Adjudicators cast vote to decide which team wins. If the vote is (3 to 0), winner scores 3 points. If the vote is (2 to 1), winner scores 2 points, etc.

In case two or more teams got the same points, it will be decided by Rule 4.8.5.

4.8.5

Rule 4.7.4 can select teams with same highest point. In this scenario, “Best speaker of the match” will take into consideration.

Team with "Best speaker of the match:" got an extra point.

4.8.6

In case two or more teams got the same highest points, marks from mark sheet will be added up. Highest score teams shall win them in the next round.

5.   Incident 

5.1.1.       Upon any unfair incident disrupting the debate, chairperson, adjudicators or Captain of both teams has the right to halt the debate.

5.1.2.       For any argument, chairperson and adjudicators shall discuss and make the final decision.
